Main Functions(Profile):
1. To draft and enforce relevant laws and administrative regulations; to round out the operation rules for financial institutions; to promulgate decrees and provisions in respect of function and responsibility performances;
2. To enact and implement monetary policies in accordance with law;
3. To regulate financial markets, including the inter-bank lending market, the inter-bank bond market, foreign exchange market and gold market;
4. To prevent and mitigate systemic financial risks in order to safeguard financial stability;
5. To determine the Renminbi exchange rate, maintain the Renminbi exchange rate at reasonable level; to exercise control on foreign exchange; to hold and manage the state foreign exchange and gold reserves;
6. To issue the Renminbi and administer its circulation;
7. To manage the State Treasury;
8. To enact payment and settlement rules and organize their implementation in collaboration with relevant departments, and ensure the normal operation of payment and settlement systems;
9. To develop statistical system for the financial industry and organize their implementation; to be responsible for the consolidation of financial statistics as well as the macro economic analysis and forecast;
10. To organize and coordinate anti-money laundering work, guide and deploy the anti-money laundering work in the financial sector and monitor money-laundering related suspicious funds;
11. To administer credit reporting industry and promote the building of credit information system;
12. To participating in international financial activities in the capacity of the central bank;
13. To engage in financial operations in line with relevant rules;
14. To undertake other assignments assigned by the State Council.

    •   To organize and coordinate the daily work of the PBC head office; to be responsible for drafting relevant documents, making arrangement for important meetings, document control and processing, providing secretarial services, news briefing, managing PBC's archives, receiving public complaints, confidential work and other relevant documents.

    •   To be responsible for the administration of credit information system; for formulate development plans and administrative rules for credit information collection and relevant risk evaluation standards; to undertake the publication and popularization of related financial knowledge.
  3. Research Bureau

    •   To conduct analysis and forecast of economic growth and operation in respect of monetary policy decision-making; to engage in studies on financial laws, rules and regulations and monitor their implementation; to track and research on China's industrial policies, development of economic activities in the industrial, agricultural, fiscal and trade sectors, as well as the enforcement of important financial policies on money and credit, interest rate, exchange rate and financial market, and put forward relevant policy advice.

    •   To formulate working procedures, rules and methods for internal auditing of the PBC; to supervise and review PBC staff's compliance with relevant financial policies, laws and regulations; to conduct accountability auditing on outgoing leading executives of the PBC and propose penalties on those violating laws and regulations; to guide, supervise and inspect internal auditing of the PBC.

    •   To be responsible for official contacts and business exchanges of the PBC with the international financial organizations, foreign central banks, and financial authorities in Hong Kong and Macao SARs and Taiwan; to coordinate the opening of domestic financial industry in accordance with the commitments made by the Chinese government when joining the WTO; to undertake foreign affairs of the PBC; and, to supervise operations of the PBC foreign offices.
  6. State Treasury Bureau

    •   To manage the State Treasury, establish and enforce the administrative rules for management of the State Treasury; to maintain single treasury account for the fiscal departments; to conduct statistical analysis on revenues and expenditures of the treasury fund; to report regularly revenues and expenditures and the cash balance of the single treasury account to the fiscal department at the same level, and verify with it the balance of the single treasury account; to supervise the collection, allocation and reimbursement of the budget fund and maintain the safety and integrity of the State Treasury; and, to issue and redeem treasury bonds and other government bonds to financial institutions on behalf of the financial department of the State Council.
  7. Currency, Gold and Silver Bureau

    •   To draft administrative rules for currency issuance; to manage Renminbi bank notes and combat counterfeit currency; to plan for the production, storage, transportation, renewal and disposal of banknotes and coins; to administer cash injection, withdrawal and security of the vault; to manage the State Gold Reserve; and, to undertake the function of the State Council's Joint Conference on Combating Currency Counterfeit.

    •     To be responsible for technological services in the planning, design, construction and maintenance of the PBC's office automation system and business operation system; to organize and administer technology development throughout the PBC system; to establish technical standards for bank card business and coordinate nation-wide bank card acceptance; and, to involve in related financial technology affairs in accordance with relevant rules and regulations.
  9. Payment System Department

    •    To organize the financial accounting system of the PBC and the construction of China National Advanced Payment System (CNAPS); to establish payment and settlement rules as well as regulations on bills exchange and bank account management in collaboration with related government departments; to supervise innovations in payment instruments; to draft administrative rules for bank card settlement business; and, to establish reporting systems for large-value and suspicious RMB payment transactions.
  10. Accounting and Treasury Department

    •    To study the accounting standard and system of the banking sector, and assist relevant authorities in improving the accounting system of the commercial banks and the central bank; to coordinate the implementation of PBC's financial accounting system; to prepare and examine the budgets and final accounts of the PBC system; to prepare PBC's financial statement including balance sheet and income statement; to manage the financial affairs, capital construction, fixed assets and government procurement projects of the PBC.
  11. Financial Survey and Statistics Department

    •   To be responsible for collecting, compiling and analyzing financial data and other economic information; to formulate the overall statistics system for the financial sector, and coordinate financial statistics work; to compile and publish data on money supply and monetary policies; to participate in the design of accounting system related to financial and monetary statistics; to collect and compile the balance sheets and income statements of the financial institutions borrowing from the central bank; to respond to inquiries about financial information.
  12. Financial Stability Bureau

    •   To study the issues concerning coordination of development of banking, securities and insurance industries, and to draw up reform and development plans of the financial industry in cooperation with relevant authorities; to assess systemic risks in the financial sector, and propose and implement policy measures to prevent and resolve systemic financial risks; to coordinate the adoption of fiscal and monetary policy measures in addressing risks; to conduct re-examination on institutions that receive lender-of-last-resort support from the central bank, and participate in the liquidation or restructuring of relevant institutions; to monitor financial holding companies and cross-sector financial instruments; to examine and approve the restructuring plans for the institutions receiving lender-of-last-resort support from the central bank; to manage PBC's assets that relate to financial risk resolution and financial restructuring.
  13. Legal Affairs Department

    •   To draft financial laws and regulations related to the functions of the central bank; to draft and review financial rules related to the functions of the central bank; to provide interpretations for the orders and rules issued by the PBC; to provide financial and legal advisory services, handle relevant financial and legal affairs and promote public awareness of financial laws; to handle administrative appeals and responses to prosecutions against the PBC; to provide legal opinions and issue legal certifications for the PBC's participation in international financial activities.
  14. Financial Market Department

    •     To formulate administrative rules on the inter-bank lending market, inter-bank bond market, inter-bank foreign exchange market and gold market; to review and approve financial institutions' applications for market access and exit; to assess the implication of market instruments for monetary policies and financial stability, and provide relevant policy advice; to monitor and analyze financial market developments and prevent cross-market risks; to formulate and implement guideline credit policies in accordance with the State's economic and social development policies and industrial policies.
  15. Monetary Policy Department

    •     To study and set intermediate targets of monetary policy and organize implementation accordingly; to study and propose options for various monetary policy instruments and organize their implementation; to formulate interest rate policies and administrative rules for RMB and foreign currencies and RMB exchange rate policies; to propose and implement interest rate adjustment plans and exchange rate reform programs; to formulate and implement policy and operational rules for open market operations; to provide secretarial services to the Monetary Policy Committee of the PBC.

  17. Anti-Money Laundering Bureau

    •    To be responsible for the organization of anti-money laundering activities in the country; to studies and enact anti-money laundering rules and policies for financial institutions; to undertake the international cooperation on anti-money laundering; to consolidate and analyze information on suspicious payment transactions in RMB or foreign currencies provided by various sources; to assist the judiciary departments in the investigation into money-laundering related criminal cases; to under the security and safeguard for the PBC institutions and enact related prevention measures; and, to organize protection and armed-escort transportation for the gold, silver, bank notes and securities of the PBC institutions.
