1. To study and formulate the guidelines, policies and laws concerning overseas Chinese affairs, and scrutinize the implementation of those guidelines, policies and laws; to investigate and study overseas Chinese affairs and the work in this regard home and abroad, and offer information of overseas Chinese affairs to the CPC Central Committee and the State Council; to formulate development plans for overseas Chinese affairs.
2. To assist the premier in administrating overseas Chinese affairs; to examine and verify relevant policies directly concerning overseas Chinese affairs formulated by relevant departments and local governments; to coordinate the work concerning overseas Chinese affairs done by relevant departments and non-governmental organizations.
3. To protect the legal rights and interests of overseas Chinese; to undertake work that benefits the solidarity and friendship between China and overseas Chinese and their social organizations; to contact overseas Chinese media and Chinese schools and support their work, and promote cooperation and exchanges between China and overseas Chinese.
4. To protect the legal rights and interests of returned overseas Chinese, dependents of overseas Chinese, and overseas Chinese in accordance with laws; to formulate jointly with other departments the guidelines and policies concerning the work of returned overseas Chinese and dependents of overseas Chinese; to undertake the affairs of returned Chinese overseas and dependents of Chinese overseas; to assist relevant departments in the arrangement of personnel for representatives of returned overseas Chinese and dependents of overseas Chinese.

1. 研究拟定侨务工作的方针、政策、法规并负责监督检查贯彻执行情况；调查研究国内外侨情和侨务工作情况，向党中央、国务院提供侨务信息；制订侨务工作的发展规划。
2. 协助总理管理侨务工作；审核有关部门和地方制订的直接涉及侨务方面的有关政策；对有关部门和社会团体所开展的侨务工作进行必要的统筹、协调。
3. 保护华侨的正当权益；开展对海外侨胞及其社团的团结友好工作。联系海外华文媒体、华文学校并支持其工作，促进海外侨胞在经济、科技、文化、教育等方面与我国的合作交流。
4. 依法保护归侨、侨眷的合法权益和海外侨胞在国内的合法权益；会同有关部门拟定有关归侨、侨眷工作的方针政策；开展归侨、侨眷工作；协助有关部门做好归侨、侨眷代表人士的人事安排工作等。
