Main Functions(Profile):
1. To draft health laws, regulations and policies; to propose health development programs and strategic goals; to formulate technical norms, health standards and to supervise their enforcement.
2. To propose regional health programs, to conduct overall planning and to coordinate the nationwide allocation of health resources, to formulate development plans and standards of community health service.
3. To formulate working programs and policies and measures on rural health and maternal and child health care; to guide the implementation of primary health programs and the technical norms of maternal and child health care.
4. To implement the guideline of "Prevention First" and to conduct health education to the general public. To work out programs on the prevention and treatment of dangerous diseases harmful to the health of the population; to organize comprehensive prevention and treatment of major diseases; and to publicize the quarantine and surveillance list of infectious diseases.
5. To guide the reform of medical institutions; to formulate criteria for medical practitioners, medical quality and standard and service standard, and to supervise their enforcement.
6. To regulate and supervise by law qualities of blood collection and supply at blood or plasma stations and the quality of blood for clinical use.
7. To draft and formulate key national development programs on medical science, technology and education; to organize researches on key national medical and health breakthroughs; to guide the popularization and application of medical achievements; and to administer the directly affiliated institutions.
8. To supervise the prevention and treatment of communicable diseases, to administer the hygiene in respect of food, occupations, environment, radiological stuff, and schools’ to formulate food and cosmetics quality control norms and be responsible for their accreditation.
9. To formulate national development programs on health professionals and professional ethics codes for health personnel; to draft staffing standards for health institutions and accreditation criteria for health personnel and organize their enforcement.
10. To organize and guide multi-lateral and bilateral, inter-governmental and non-governmental, medical and health cooperation and exchanges and medical aid to other countries, to participate in major health activities initiated by international organizations. To organize and coordinate medical and health exchanges and collaborations between China and the World Health Organization and other international organizations.
11. To implement the policy of emphasizing both western medicine and traditional Chinese medicine, promote the inheritance and innovation of traditional Chinese medicine and realize its modernization.
12. To conduct routine work of the National Patriotic Health Campaign Committee.

13. To be responsible for the medical and health care of objects as defined by the Central Health Care Committee, to administer the medical care of related cadres of the central government institutions according to relevant regulations.
14. To coordinate and dispatch the nationwide technical health capacity, to assist local governments and relevant institutions in emergency response to major epidemics and diseases and prevention and control the epidemic situation and diseases from happening and spreading.
15. To undertake other assignments as designated by the State Council.

    •   To study and formulate development programs for health human resources, organize general studies on the functions of the health institutions, formulate standards, payroll and welfare standards for health staff; to coordinate and administer the qualification verification and access for health professional and technical personnel; to be responsible for the staffing of the Ministry departments and administration of state civil servants; to coordinate comprehensively the post training of health management across the country, be responsible for the organization of trainings for related cadres of the Ministry and directly affiliated institutions; to be responsible for the staffing plans, labor payrolls, position titles, experts admin as well as the appointment and dismissals of leading cadres of the directly affiliated institutions; to be responsible for the comprehensive administration, organization and coordination of national groups in the health sector, be responsible for the national level honoring work in the health organization; to guide reform of personnel allocation system in the health undertakings.

    •     To organize and coordinate emergency responses to the sudden public health events according to law; to be responsible for drafting of laws, regulations in respect of emergency response to sudden public health events; to organize and formulate guidelines, policies and measures on emergency response to sudden public health events; to organize and improve monitoring and precaution alarm system for public health events; to formulate precaution plans for emergency response to sudden public health events, organize plan rehearsals; organize trainings of public health and medical aid professionals on emergency response knowledge and operation techniques on addressing sudden public health events, guide various localities in implementing precaution plans for sudden public health events, assist and guide localities in addressing other sudden events and rescue and treatment of injured and the ill; to undertake the organization and coordination of the public health issues in disaster rescues, anti-terrorism, poisoning, radiation and other major safety accidents; to organize emergency medical rescues in major injury and fatal accident.

    •   To administer centrally foreign affairs relating to health; to be responsible for the organization and guidance on multilateral and bilateral government and private cooperation and exchanges and be responsible for the organization and implementation of health assistance; to organize and participate in major large events about health care initiated and encouraged by international organizations; to organize and coordinate exchanges and cooperation of our country with WHO and other international organizations in the field of medicines and health; to be responsible for the provision of epidemic information of major diseases to the outside; to administer centrally the foreign affairs operations and activities of the Ministry; to be responsible for the organization and coordination of review and verification of cooperation and exchanges with Hong Kong, Macao and Taiwan in medical and health care areas; to assist the personnel department in recommending staff to be dispatched by the Ministry to undertake long term work abroad; to guide and supervise the implementation of international health cooperation projects.
